Something shifted in American politics this year, and it started with a cooling tower. Tech companies raced to build massive data centers across the country to feed the AI boom, promising jobs, tax revenue, and economic growth. Communities answered with organized resistance, packed town halls, and a message that landed hard enough to reshape election campaigns. Data centers had been someone else's problem for two decades. Now they are a voter issue, and the industry is learning that the public has limits on what it will accept in the name of progress.

How big is the data center backlash?

The backlash is not small, and it is not slowing down. A March 2026 Gallup poll found that 70% of Americans oppose the construction of new AI data centers in their neighborhood (Gallup, 2026). That is not a fringe position. It is a supermajority, and it spans party lines, age groups, and geographies. In a country that agrees on almost nothing, data center opposition is one of the rare issues where the public speaks with a near-unified voice.

That number covers projects that were fully blocked, significantly delayed, or scaled back after community resistance. It is not an estimate of future risk. It is money that already walked away from the table.

The political consequences are catching up. New York became the first state to impose a data center moratorium in July 2026, when Governor Kathy Hochul issued an executive order pausing environmental permits for facilities consuming 50 megawatts or more (Reuters, 2026). Voters in Port Washington, Wisconsin approved a ballot referendum limiting data center construction in April 2026, the first such referendum in the country (Wisconsin State Journal, 2026). Holyoke, Massachusetts voted 9-4 to ban AI data centers using more than 12 megawatts of power in June 2026 (GazetteNET, 2026). This is not protest without consequence. It is protest that is changing the law.

What is driving the opposition?

The anger comes down to two resources that every community needs and no community has to spare: electricity and water. A data center is not a factory that hires thousands and pays well. It is a building full of servers that runs 24 hours a day, seven days a week, consuming power at a rate that would make an industrial plant blush. The International Energy Agency estimated that data centers consumed 415 terawatt hours of electricity globally in 2024, about 1.5% of total global consumption (IEA, 2024). By 2030, the IEA projects that figure could more than double to 945 terawatt hours, growing at roughly 15% per year.

In the United States, the numbers are even more concentrated. The Electric Power Research Institute estimated in May 2024 that data centers could consume between 4.6% and 9.1% of the country's electricity generation by 2030 (EPRI, 2024). That is not a rounding error. It is the difference between a grid that holds and a grid that does not, and communities that live near these facilities are the first to feel the strain. A single data center can consume up to 2 megawatt hours, the equivalent power consumption of a small town (Michigan Environmental Justice Coalition, 2025). When a company builds a 100-megawatt campus next to a rural county, the math does not work in anyone's favor except the operator's.

What does water have to do with it?

More than you think. Data centers use water to cool their servers, and the volume is enormous. A 2021 study published in Npj Clean Water estimated that data centers consumed about 1.7 billion liters of water per day, with 57% drawn from potable supplies (Mytton, 2021). That means the same water that people drink, cook with, and irrigate crops with is being pumped into cooling systems for AI training runs and cloud storage. Fewer than one-third of operators even measured their water use at the time of the study.

The environmental health consequences of this expansion are only beginning to come into focus. A September 2025 study in Eco-Environment & Health called for urgent empirical research on the health effects of data center proximity, noting that noise pollution from cooling systems, air pollution from backup diesel generators, and the sheer volume of water consumption all create risks for nearby populations that have not been adequately studied (Tao and Gao, 2025). For communities that were promised nothing would change, the reality has been louder, thirstier, and more polluting than anyone was told.

What does organized opposition actually look like?

It looks like neighbors who did not know each other six months ago showing up to the same zoning meeting with the same demand: not here. The pattern repeats across the country, from Arizona to Missouri to Virginia. In Goodyear and Buckeye, Arizona, a $14 billion project by developer Tract was withdrawn after residents organized to block the necessary rezoning, citing concerns over building heights, noise pollution, and strain on local utilities (Data Center Knowledge, 2024). In Peculiar, Missouri, residents formed the group Peaceful Peculiar to oppose Diode Ventures' Harper Road Technology Park, and the city council unanimously rejected the proposal in September 2024 (University of Kentucky, 2024).

Virginia has become the epicenter of the fight. Northern Virginia hosts more than 250 data center facilities, the largest concentration in the world, and the communities around them have had enough (Wikipedia, 2026). In Richmond, commissioners denied a permit for DC Blox after residents organized against noise pollution and energy use (Data Center Dynamics, 2025). In Culpeper County, the Coalition to Save Culpeper mobilized enough residents to force a unanimous denial of a $12 billion project from the Planning Commission in June 2024 (Save Culpeper, 2024). In Fauquier County, Citizens for Fauquier County filed a lawsuit against Amazon's data center plans and successfully lobbied the planning commission to remove the zoning amendment that allowed data center construction in town (Fauquier, 2025). These are not isolated incidents. They are a movement with a playbook.

Yes, and faster than most people realize. As of April 2026, state legislation limiting or proposing moratoriums on data centers has been introduced in at least 12 states, including Georgia, Maryland, Michigan, Minnesota, New York, Oklahoma, South Carolina, South Dakota, Vermont, and Virginia (NCSL, 2026). New York's moratorium is the most aggressive so far, pausing permits for any facility capable of consuming 50 megawatts or more while state regulators develop environmental standards (Reuters, 2026). Maine's legislature passed a moratorium in April 2026, though Governor Janet Mills vetoed it (Democracy Now, 2026).

At the federal level, Senator Bernie Sanders pushed for a moratorium on AI data center construction in December 2025, framing the issue as one of corporate accountability and public interest (The Hill, 2025). While the federal effort has not yet produced legislation, it signals that data center opposition has moved from the local planning commission to the halls of Congress. The question is no longer whether communities will fight back. It is whether the political system will respond.

How is this showing up in elections?

The opposition is already reshaping campaign strategy. A 2026 Politico poll suggested that a candidate's stance on data centers would be a significant issue for voters in the U.S. midterms (Politico, 2026). NPR reported in April 2026 that data center disputes are emerging as a tipping point in key midterm races, particularly in districts where proposed projects have divided communities (NPR, 2026). The Washington Post analysis found that data center opposition is growing and impacting key midterm campaigns across multiple states (Washington Post, 2026).

The political calculus is straightforward. A candidate who supports data center development promises economic growth and tax revenue. A candidate who opposes it promises to protect neighborhoods, water supplies, and quality of life. In communities where a data center has been proposed or built, that choice is not abstract. It is personal, and it is the kind of issue that drives people to the polls who might otherwise stay home. For politicians in both parties, ignoring the backlash is becoming a liability.
